摘要
中小企业的发展关系到国计民生。当前,我国中小企业发展水平不高,发展环境滞后,发展资源短缺,面临的问题较多,而且很多是中小企业自身难以解决的,在这些问题的深处都牵涉到政府的行政体制改革。因此,本文以行政体制改革为背景,从中小企业发展的诉求出发,总结西方政府改革对促进中小企业发展的作用及经验,围绕构建服务型政府探讨促进中小企业的发展。
The SME development is closely related to the national economy and people＇ s lives. In China, the SME is under a challenging situation, low development level, lagging development environment, lacking resources, and so on, which can not be raveled out only by SME because these problems are radically related to the governmental administration. The paper, based on administrative reform, summarizes the experiences of promoting the SME, and presents some proposals to accelerate the SEM development with the core of constructing service government.
