党的十六届四中全会明确提出要构建“全体人民各尽其能、各得其所而又和谐相处的社会”。要构建充满活力的和谐社会,路径选择至关重要,其中,以人为本的理念是建立和谐社会的基本理论前提,而发展为构建和谐社会奠定基础,坚持党的领导为构建和谐社会提供体制保障。

The Fourth Plenary Sessions of the 16th CPC Central Committee put forward to construct the society in which each person do his best from each according to his ability and each gains what he should have and everyone is harmonious with each other. It is important to select the way to build the harmonious society which is full of vigor. The basic theoretical premise of harmonious society is the idea of people- oriented. The base for constructing harmonious society is development. Upholding the Party ＂s leadership provides the fundamental system guarantee for building harmonious society.
