农村经济发展相对滞后,农民自身文化素质低,民主参与的渠道不够畅通,基层党员干部对民主认识不到位,封建家长式作风盛行,缺乏有效的保障机制是当前我国农村基层民主建设的主要制约因素。应端正思想认识,大力发展农村经济,健全民主管理机制,推进社会主义新农村建设。
