阐明了交通企业在建立现代企业制度中首先应解决的一些实际问题，并提出理顺交通企业内部关系的主张及措施，认为建制必须处理好三大关系，即出资人与企业法人的关系，建制与发展的关系，统一性与多样性的关系。

This paper consists of three parts The first part explains that beforethe transportation enterprise can establish its modern enterprise system,some practicalproblems should be solved first,which lays the foundation of organizational system.Thesecond part advocates adjusting the relationship inside the enterprise and puts forwardcorresponding measures.The third part discusses the necessity of handling the threemajor retationships,for the sake of organizational system,between investor and legalperson of the enterprise,between organizational system and development,and betweenunity and variety
