The essence of democracy is the realization of people＇ s entity, but the people＇ s entity is formed by countless personal entity. The establishment of personal entity is taking freedom as prerequisite. In the book of on Freedom, John Mill has proved the necessity of individual freedom and the relation with national benefit, social progress, and has settled solid foundation for his representative democratic theory.
