市场化网络化条件下我国科技保密管理体系运行中的问题及其对策

Study on the Problems and Countermeasures in an Operation of Management System of Technology Secrecy under the Conditions of the Socialist Market and Popularization of Internet

当前我国科技保密管理体系运行中的主要问题包括科技保密管理体系与科技保密环境不相适应及其内部机制缺陷等,导致这些问题的根本缘由在于体系自主科技创新能力不强。在充分增强和迅速提升自身科技创新能力的基础上,综合运用“全程式”动态管理、“全员式”人本管理和“全方位”立体管理手段是消除上述问题的根本途径和关键措施,正面典型案例的示范效应与反面典型的警示效应即是明证。

Operation of the management system of technology secrecy,including system itself, were not adapted with external circumstance ,and there were limitations in the interior mechanism of system. The fundamental cause was that self-innovation power of system was not strong enough. Under the basis of full buildup and rapid advance of the self-innovation power, ＂all-course＂ dynamic management, ＂all-people people-toot＂ management and ＂all-azimuth＂ solid one,were the fundamental approaches and key measures to eliminate the above problems. Both of right and wrong models proved it.
