摘要
本文以高校人力资本结构之教研与行政人员比例为视角,选择国内外代表性大学为样本,基于实证分析结果进行讨论。主要结论是:①从总体上看,教研人员比例与高校效率呈正相关关系,提示高校人事管理改革的重点是提高教研人员比例;②改革的本质是利益的重新分配。就增量改革而言,效率改进缓慢;就存量改革而言,在管理者主导的现实约束下,改革主体明显缺位;③面对“跨越式”人事管理体制改革的时代要求,各级政府对从外部强力推进高校人事制度创新负最终责任。
From the perspective of university human capital structure, this paper selects several representatively domestic and foreign universities, discusses the analysis results on the base of demonstration, and draws the following three conclusions. Firstly, the teaching & research proportion has the positive correlation with university efficiency as a whole. Secondly, the essence of reform is benefit distribution. For the increment reform, the efficiency improvement advances slowly; for the stock reform, the reform entity is apparent absent under the restriction of administrator guidance. Thirdly, facing the request of leapfrogging reform in uni- versity personnel system, the government should bear the responsibility to promote the university reform powerfully and exteriorly.
