THE"Buses First"slogan,well known to Beijing residents,has yet to achieve its aim of thinning out traffic on the capital'scongested main roads.In January 2007,however,the BTAB(Beijing Traffic Administration Bureau)put its money where its mouth is and drastically reduced bus fares.It also added more bus lanes to the city's highways.Local residents appreciate the savings they can make on daily transport costs,but are not convinced that the strategy will achieve its ultimate purpose.
