农村土地承包经营权流转中存在的问题及其完善

随着农村经济的发展,农村土地承包经营权的流转也逐步加强,但农村土地承包经营权的流转存在着性质模糊,农村土地承包法没有完全回归民法,行政权力过分介入,流转所需的相关社会保障制度不完善等问题。针对以上出现的问题本文从明确界定农村土地承包经营权为物权,农村土地承包经营权完全回归民法,减少行政权力介入,完善农村社会保障等方面入手,着实为农村土地承包经营权流转铺平道路,以期健康、稳定地发展。
