摘要
在充分认识农村剩余劳动力转移培训重要性的基础上,提出了劳动力转移培训成本应主要由政府来承担、培训工作在转入地和转出地之间进行合理分工协作、经济发达地区应逐渐成为劳动力转移培训主体、要充分认识劳动力转移培训的长期性和艰巨性以及建立转移培训的长效机制等观点。
After recognizing the importance of shift-training surplus rural labour forces directed by science development view,the author gives his standpoints as follows :the cost used in shift-training rural surplus labour forces should be burdened by the governments;the rational division and cooperation between the places from which the labour forces go out and the places to which the labour forces go into should exist;the main body should be the econo- my developed areas when the shift-training is needed;the training, finishing which there would be a lot of difficul- ties in,itselfis aiso along-term period;the persistent mechanism to encourage shift-training should be upbuih.
