近年来,高等学校在管理活动中不断出现法律纠纷,主要原因是内部规章制度设置的不完备造成的。根据不同法律的位置关系,高等学校设置规章制度必须合法、合理、科学和完备,才能保证依法治校顺利进行。

In recent years,disputes occur constantly in the administration of the colleges and universities,which reults from the unperfect inner rules and regulations. The paper analyses the legal status and relationship of colleges and universities,and proposes that setting up rules and regulations in them should be legal, rational,scientific and perfect and guarantee to manage the colleges and universities smoothly and lawfully.
