New assessment index systems for independent power generation companies in electricity market circumstances

在电力市场环境下,机组的稳定性能已不再单纯是技术问题,而直接关系到发电企业的盈利和竞争能力,要求可靠性指标能体现机组的技术性和企业的盈利性。在对现有可靠性指标分析的基础上,提出一套新的评价指标体系——商业可用性指标体系,并用一个算例对新的评价指标体系应用拉开档次法作了综合评价。

In the electricity market circumstances, the unit stability is no longer a pure technical issue, but has direct relation with the power generation company＇s profits and competence, and it is required that the reliability indices reflex both the technical level of the unit and the profit ability of the company. Based on analysis of current reliability indices, a new assessment index system known as commercial availability index system is proposed. The method of ＂scatter degree＂ was used for comprehensive assessment of the new system through example cases.
