国内城市突发事件应急联动机制与平台建设研究

Research on Construction of Emergency Response Mechanism and Platform for Domestic Urban Incidents

城市应急联动系统建设涉及到法制建设、政府危机管理体制、政府危机管理运行机制和现代科学技术。通过对国内城市应急联动系统建设的技术条件、政策环境和存在问题的比较分析,提出地方政府危机管理机构设置的原则、方式以及职能,并以系统的结构设置和功能图示揭示了其内在的运行机制,提出了构建城市突发事件应急联动机制与平台的对策和实施方案。

The construction of city emergency response mechanism involves with legal construction, governmental crisis management system, governmental crisis operation mechanism and modern scientific technology. Through the comparative analysis of the technical conditions, politic environment and problems in construction of domestic urban emergency response system, this article proposes the principle, method and function for setting up crisis administrative institution in local government. At the same time, it uses the systemic structure setup and functional chart to reveal its internal operation mechanism and presents the countermeasure and scheme for constructing emergency response mechanism and platform of urban incidents.
