摘要
最低工资作为市场经济国家通用的工资支付政策,其标准的制定和调整需要考虑的因素较为复杂。北京市最低工资制度实施以来,由于制定和调整最低工资标准所考虑的相关因素不够周全,影响了其作用的发挥。北京市应根据职工及其家庭维持基本生活的需要、可比工资收入、支付能力和经济发展需要最为重要的四个因素,增加社会保险、住房公积金和地区差异等项指标综合考虑,合理确定和调整最低工资标准。
Under the circumstances of market-oriented economy, the minimum wage is the commonly used means of payment. The determination and readjustment of the standards of minimum wage shall be made with reference to some factors in a comprehensive manner, such as the lowest living expenses of laborers themselves plus that of the average number of family members they support, comparable wage income, capacity to pay, regional differences in economic development, social insurance and accommodation accumulation funds.
