基于私人融资方式的我国城市基础设施建设探析

Research on Introducing Private Finance to Chinese Infrastructure Construction

首先分析了城市基础设施建设中采用私人融资方式的优势,然后探讨了英国政府在应用私人融资方式建设城市基础设施等公共项目所采取的政策和措施。在分析了我国基础设施项目面临的资金压力和建设管理薄弱等问题的基础上,本文提出了我国城市基础设施也可采用私人融资方式的设想,并就此提出了相关政策建议。

This paper analyses the great pressure of the government on shortage of capital fund for the infrastructure construction as well as the poor management capability in infrastructure projects construction and operation currently, thus puts forward the private finance application in the infrastructure construction. Considering that the government plays a key role in forming a well-established system for the application of private finance, this paper discusses the oriented-policies and measures of UK government on promoting the private finance and the most important tasks faced by Chinese government.
