Abstract State Council paid very much attention to water pollution control in Huai River Basin, and had approved 'Water Pollution Prevention Planing and Ninth - Five Plan in Huai River Basin', in which 303 projects and total budget amount to 16. 6 billion Yuan, was included.Up to now, the amount available was just 6 billion yuan, which indicates a great capital gap remains to be matched. The paper presents the reason that foreign capital is the important funding source for Huai River pollution control, analyzes the foreign capital channels which May be advantageous to capital introduction, summarizes the existing barriers, and develops relevant suggestions for foreign capital introduction. According to the author's understanding, the establishment of Foreign Cappital introduction Office for Huai River Projects, introducing capital through multi - channels, capability establishment of local projict offeces, as well as establishment of MIS for foreign capital introduction should be the crucial factors for Huai River Basin pollution control.
