Abstract Seeing that most of the current regional and global environmental reporting systems are static and statistics - based, a new system are proposed to improve them by applying a set of conceptual and computer-inetgrated models and associated indicators, supported by a broad network of international experts and expert institutions. This paper has outlined the framework of the new one, analysed some features and functions it ought to have. In the end it has discussed the issues such as uncertainty of scientific models.
