基层科研管理较宏观科研管理工作更为细致、具体，其工作质量直接影响医院整体科研水平。医院基层科研部门要根据医学发展方向、医院承担任务和自身优势，提高对基层科研管理工作的认识、加强基层科研过程管理、加强基层学科建设和人才队伍建设、提高基层科研管理人员素质，从而提高医院科研工作水平。

The work of the basic scientific research management is more particular and concrete than that of the macro-management, and its quality influences directly the overall scientific research level of a hospital. In light of the direction of medical development as well as the mission and advantage of the hospital, the basic scientific research unit should improve its understanding on basic scientific research management, enhance the process management of basic scientific research, strengthen the construction of basic subject and talent team and improve the quality of management personnel, thus improve the scientific research management level of the hospital.
