摘要
ATP计划作为美国政府资助的R&D计划,有效地促进了美国产业共性技术的发展。介绍了美国ATP计划研究开发的战略定位和组织模式,分析了ATP计划研究开发的运作机制。ATP计划的研究开发机制对我国国家科技计划具有重要的借鉴意义。
It holds that as an R＆D plan subsidized by US government,ATP has effectively promoted the development of US generic technology. The paper introduces the strategic position and the organizational mode of ATP＇S research and development, and then it analyses the operational mechanism. The research and development mechanism of ATP is helpful to improve the management of our national science and technology plans.
