Quality Assurance System and Quality Regulation on Environmental Monitoring

从对环境监测数据的基本要求出发,对由监测基础工作质量保证、监测全过程质量保证、质量事故和差错处理及质量申诉处理四部分组成的质量保证体系进行了讨论,还提出了由质量保证工作的领导机构、专职机构和一线质保人员三个层次组成的质量管理体制。

The basic requirements for environmental monitoring data are representative complete, accurate, precise, comparable, fair and legal. Quality assurance refers to all the measures and requirements that guarantee the monitoring data will meet the basic requirements. The quality assurance system is made up of basic work quality assurance, monitoring process quality assurance, quality accident treatment and quality appeal treatment. Quality control is to adopt quality checking measures to monitor any specific step of the whole monitoring process. Quality regulation includes all the contents related to management in the quality assurance system. It is suggested to set up a three-level quality regulation system, that is, quality regulation leading organization (or personnel), quality assurance specialized organization and quality assurance personnel of the forefront monitoring sector.
