执政党要提高社会主义民政治能力,首先要提高党发展自身民主的能力,不断推进党自身的民主化;其次要不断改进执政方式,实现科学执政,民主执政和依法执政;第三要建立和完善政治参与机制,为公民有序的政治参与提供保证;第四要大胆地学习和借鉴人类政党政治中的文明成果。

In order to promote socialist democratic politics, first of all the ability of the party in developing its own democratic ability and in constantly facilitating the democraticization of the party itself. Secondly, the executive ability of a party is to be improved constantly for the realization of scientific, democratic and legal executions. Thirdly, political participation mechanism is to be established and perfected for the purpose of guaranteeing the citizens＇ orderly involvement in politics. Fourthly, the civilized results of human party＇s politics are to be learned and referred to.
