摘要
20世纪初,英国开始建立自己的社会保障制度,到了50年代,这种制度已日臻完善,英国已成为一个社会福利国家。英国的社会福利制度是托马斯·潘恩社会福利思想的具体体现。18世纪90年代,潘恩在其著作《人权论》中已指出了社会保障制度发展的方向。
In the early 20th Century, Britain began to establish its own social security system. Up to 1950s, this system have been improving daily and Britain had become a social welfare state. Britain＇s social welfare system is a concrete expression that Thomas Paine proposed the idea of social welfare. In the 1790s, Paine in The Rights of Man had pointed out the direction of development of the social security system.
