Water pollution prevention and control law of People’s Republic of China has been amended in May,1996,The Contents of the Amendment includes the institution competence of protection standard of water environment,the regulatory principle of water pollution prevention and control ,the regulatory regime of water pollution prevention and control,surface water pollution prevention,legal liability and so on.A comparative study of the new water pollution prevention and control law and the old one will improve the new’s implemtation.
