开远市大气污染物总量收费的实施

Implementation of the Total Amount Charge of Air Pollutants in Kaiyuan City

在原有的排污收费办法的基础上,针对企业排污对空气污染贡献的不同、企业所处环境功能区的不同以及经济承受能力的不同等因素,制定了开远市促进环境与经济持续发展的总量收费办法。文中主要论述了总量收费的技术原则及管理办法。

On the base of the original pollution charge method, according to the different air pollution contribution caused by enterprise's emission, the different environmental function area on which enterprise locates, and the different financial capability, the total amount charge method was formulated in order to promote sustainable development of both environment and economy in Kaiyuan City. This paper discusses the technical principles and managing measures of the total amount charge method.
