目前,乡镇债务已成为一个重大的政治经济问题,它影响着农村的稳定和进一步发展,影响到中华民族伟大复兴战略的顺利进行,已经到了非解决不可的地步。它的产生有着深刻的政策原因:财税体制改革中的财权与事权的错位、农村改革后期出现的经济相对萎缩、农村工业政策的变迁及后期乡镇企业的衰退等。这些政策造成的乡镇债务,是长期政策变化的结果,它是我国不同时期经济、政治变化的产物。因此,从乡镇债务的形成机理上分析,要想彻底解决乡镇债务问题,应着力于政策适时调整,使政策与我国的经济、政治相适应,方法上应注重循序渐进,微调各种既得利益。

These factors leads to countryside government liabilities＇, and they are also the result of the change of long-term policy, Based on the analysis of formation mechanism of countryside government liabilities, effective countermeasures have to be taken to adjust the policy timely to suit our national economy and politics,to adopt a method of reform step by step to meet various interests.
