中国工会具有“建设”职能,这一特点经常受到质疑,特别在非公企业中,工会开展“劳动竞赛”活动更是引起争论。本文认为,工会具有建设职能,这是由对当前劳资关系性质的判断所决定的。抛弃“劳资冲突论”,采用“劳资互利论”,也是当代发达市场经济国家劳动关系的基本理念。
