高校违纪违规案件查处工作研究

On the Discipline Inspection in Higher Education

查处违纪违规案件是预防职务犯罪的重要环节。高校违纪违规案件查处在案件检查主体、查处对象、查处手段、查处依据等方面都有其自身特点,案件查处过程也有其内在的规律,它有别于司法机关的案件查处工作。因此,要做好此类案件的查处工作,就必须建立教育、制度、监督并重的惩治和预防体系,集中办案力量,提高执法水平,同时还要注意处理好案件查处与经济建设、改革开放和坚持四项基本原则的关系。

The discipline inspection is an important sector to prevent from criming by taking advantage of duty. The work of discipline inspection in higher education has own traits in inspection organ, inspected person, inspection methods, inspecting foundation and process, which is different from the work of supervision and justice department. Thus in order to do this work well, we can build the prevention system that focus on the education, principle and supervision, centralize the inspection energy and improve the executing level. Meanwhile we should deal with the relation between discipline inspection and sticking to the open policy and the Four Cardinal Principles.
