The independent college is a kind of college with new mode and new mechanism adapted to the talent training mode, the Engineering and Technology College of Chengdu University of Technology （CDUTETC） is a good example, its development depends on scientific developing orientation according to social requirement and talent training mode directed by the market demands. Therefore the independent college should take effective measures in educational administration, construction of teacher team, library and lab development, speciality establishment, course construction and style of school.
