The Impact of Monopoly on Privatization

对私有化效果的实证研究显示出了各种不同的结果,这说明私有化的成功可能需要与其他的条件相匹配,不加选择地进行私有化可能会导致失败。该文从理论上研究自然垄断势力和行政垄断势力的存在对私有化效果的影响,分析结果表明,在其他条件相似的情况下,如果国有企业只具有很小的行政垄断势力,且处在竞争比较充分的市场,则私有化能取得比较好的效果;反之,只要企业的自然垄断势力很大,那么私有化失败的可能性就会比较大。

Various conclusions of empirical studies about privatization imply that other conditions may be required for the success of privatization. Without suitable conditions privatization may fail. This article analyzes how natural monopoly and administrative monopoly affect privatization, and the finding is that, other things being equal, SOEs, with little administrative monopolistic power and locating within more competitive markets, are more likely to improve performance after privatization.
