Higher professional building and adjustment is a regular teaching management in a university. To present the relationship and connotation between majors and courses; to follow the principles of the higher professional building and adjustment. There rise up certain problems of unreasonable layouts, unclear majors and build newly-set majors in the higher professional building and adjustment in the universities along the western coastal areas. The paper has suggested the strategies of paying attention to the program, strengthening development, getting hold of the chances and serving the local economy first to ensure the achievement of the higher professional building and adjustment.
