高校职务犯罪预防战略的基本理念与价值目标

The Fundamental Idea and Aim of Value on Preventive Strategy of Duty Misdeed in High Educational Institutions

随着我国高等教育改革不断深入,高校职务犯罪时常发生,近几年来更呈现高发态势。针对目前高校职务犯罪的特点与原因,本文提出构建我国高校职务犯罪预防战略体系,必须以坚持党的领导,坚持党在反腐败斗争中的基本经验,坚持标本兼治、综合治理、惩防并举、注重预防的总体方针为指导思想。以教育、制度与监督并重、科学性与可行性相统一、继承与创新相结合为基本原则,形成“不敢”、“不能”、“不想”实施职务犯罪的战略预防体系。

Duty misdeed in higher educational institutions has come about in many cases along with the deepening of higher education reform in our country. Especially there has appeared an expanding tendency in recent years. This paper proposes that we should established a strategic system of prevention of duty misdeed in college. In order to achieve this goal, we must adhere to the party＇s leadership, and the party＇s basic experience in the anti- corruption struggle, take the general guidelines of tackling both the symptoms and root causes, comprehensive management, punitive and preventive measures and emphasis on prevention as guiding ideology, finally form a ＂no dare＂--＂no can＂--＂no want＂ strategic preventive system of implementation of duty misdeed in college based on the comprehensive measure of education, regulation, supervision, the unity of scientific and feasibility, the combination of tradition and innovation.
