山西省京津风沙源治理工程模式与对策研究

Research on Administration Model and Countermeasure of Jing-jin Sandstorm Source Government Project in Shanxi Province

山西北部地区位于毛乌素沙漠的东缘,是京津三大风沙源之一,同时也成为一条风沙进京的主要通道。京津风沙源工程实施5年来在取得巨大成绩的同时,建立了一批成效显著的治理模式。但是随着工程的推进也暴露出工程体系不完整、成活率低、林牧矛盾、平川防护林体系建设薄弱等问题。在综合分析工程区自然、社会经济条件、工程建设成效和治理模式的基础上,对工程建设中的突出问题,提出了将灵邱等4县划入工程区、封山禁牧、强化补植和林网建设、加快后续产业发展等相应对策。

Northern Shanxi is along the east edge of Mu Us desert＇s ,whieh is one of three biggest sandstorm sources of Tianjing and Beijing and the main path through which sandstorm goes to the eapital. The Sandstotm Souree Control project in Shanxi Projeet has been implemented for 5 years and have aehieved signifieant results. At the same time, the models of management has been established, problems arised included the low survival rate , the eonfliet between forestry and animal husbandry, the weak protective forestry wood system for plain areas. Based on the eomprehensive analysis on the natural eonditions, the soeial eeonomic eonditions, the engineering eonstruetion effeets and the management models of the projeet area, some major issues were raised in the engineeting eonstruetion and analyzed. The suggestions was to put the relevant eountermeasures sueh as 4 eounty inelusion projeet area, close off amountain area, to enhanee the strengthened replanting and the forest network , to boost the following industrial development.
