医院补偿机制的主要问题及相关政策分析

Key problems in the hospital reimbursement mechanism and policy analysis

目的:试图找出目前我国医院补偿机制中仍存在的主要问题,分析众多相关调整政策的作用,揭示产生问题的原因。方法:运用文献回顾法。结果:归纳出补偿机制的主要问题是:财政补偿机能依然缺损,药品收入仍起主要补偿机能,医院支出大幅度上升,乱收费情况严重。并对财政拨款政策、医药收支两条线管理、药品集中招标采购、医保政策、物价政策对医院的作用作了分析。结论:医院出于自身经济利益规避相关政策,导致政策失效,并在医保政策的影响下,病人自负比例不断增高,最终使病人感觉看病贵。

Objective ：To find the key problems of hospital reimbursement mechanism and analyze its causes and related policies. Methods： According to system analysis and literature review to identify the problems and reasons which caused. Results： The key problems were list as lack of financial reimbursement, drug income playing an important role, hospital income raising and severe irregular charges. Conclusions： Hospital avoided related policies in order to maintain their own benefit, the patient outlay their expense rising under medical insurance policy.
