工业化建设必须符合国情，强调国民经济的综合协调发展，避免倚轻倚重。同时，工业化建设必须以市场化为基础．应真正发挥和尊重企业及其他经济组织或劳动者个人的主体作用，真正实现政府职能转变。这是新时期推行新型工业化道路的内在要求。

The construction of industrialization must accord with national condition, it should stress the balanced development of national economy, aviod relying on some industries. At the same time, the construction of industrialization must be based on marketization, it should exert and respect the subject roles of enterprises and other economic organizations, or individual laborforce, realize the change of governmental function, which is the internal requirement of new industrialization at present.
