摘要
本文对我国精神卫生人才的现状、存在问题及其原因进行了描述和分析,从人力资源管理方面提出了建立高效多方位的激励机制和以岗位工资为核心的分配制度、强调了以人为本的管理理念和打破常规、选拔人才及职工培训等人才开发对策。同时在宏观层面上提出了几点建议:第一要通过立法,保障精神病人和精神卫生工作者的合法权益;第二要通过创办特殊医疗教育专业,以利于精神卫生人才队伍的建设,确保精神卫生事业后继有人;第三要通过宣传,普及精神卫生知识,确认精神卫生工作者的价值。
The article described the status and issues of mental health human resource in China. The suggestions that effective incentive mechanism, post wages centered allocation system, human based management, training to develop human resource in mental health were presented in micro level. And in macro level, it would be considered to secure mental health staff' s rights by law, build special medical education major to train mental health staff and recognize mental health staff' s contribution.
