Practice and exploration of water resources assessment in project construction in the Hai River Basin

建设项目水资源论证制度是深化取水许可管理的一项重要举措。通过对海河流域实际工作中一些做法的思考和分析,认为建设项目水资源论证必须以流域和区域水资源现实条件为基础,服从国家重大规划和流域水资源综合规划,规范论证审查程序,健全建设项目的考核和评估机制,按照水资源的现实条件和承载能力打造适合流域和区域协调发展的经济结构,提高水资源的利用效率和使用效益。

Water resources assessment in project construction is one of the key measures in the furthering of water license management. Through analysis and examination of practice in the Hal River Basin, it is found that water resources assessment in project construction must base on present conditions of water resources in the river basin as well as the region, comply with master plans of the country and compressive water resources plans of the river basin, standardize assessment procedure, improve assessment and approval system in project construction, create an economic structure that suits to the basin and harmonious development of the region in accordance with present conditions and bearing capacity of water resources, and increase utilization efficiency and benefit of water resources.
