摘要
以江苏省水资源开发利用中存在的几个主要问题为切入点,基于已完成的江苏省2030年前水资源配置成果,采取“有无对比”或“有和现状对比”分析法,分析配置成果在改善用水结构、缺水状况,提高水资源利用效率,优化产业结构与布局,保障用水安全和用水重点方面达到的效果,肯定了江苏省开展水资源配置的必要性和配置成果的效果。
On the basis of result of completed allocation of water resources before 2030 in Jiangsu Province, the paper conducts an evaluation of its functions in improving structure of water use and alleviating water shortage, increasing water use efficiency, optimizing industrial structure and pattern, safeguarding water use safety and water use by using methods of comparison between ＂with and without＇ or with and present＇, considering the issues related to water resources development and utilization. The analysis confirms the necessity and achievements of water resources allocation.
