高校图书馆文献采购招投标工作质量问题研究

Study on the Quality of Documents Bidding Work in College Library

论述主体、客体、中介和环境等影响高校图书馆文献采购招投标工作质量的多方面因素,指出提高高校文献采购招投标工作质量的路径是:制定高校图书馆馆藏发展政策;适当控制招投标资金规模;灵活确定招投标方式;努力平衡招投标双方利益;进一步完善评标标准;继续健全招投标制度与程序。

Subjective, objective, intermediary and environment are the factors that affect the bidding work quality of college libraries. This paper suggests that the effective ways to improve the quality of bidding work of college libraries are to make a reasonable library collection development strategy, to appropriately control the size of the bidding funds, to flexibly determine the bidding ways, and to balance the bilateral benefits, to further perfect the bidding standard, and to continue to improve the bidding system and procedure.
