论提高我国财政投资效应的对策

The Countermeasures on Improving the Financial Investment Effect of China

为了提高财政投资的效率,避免或减少财政投资的负面效应,我们应依据市场经济发展的要求,借鉴西方国家的经验,从我国具体的国情出发,保持财政投资的适度规模,优化财政投资结构。财政投资应从一般竞争性部门退出,缩小财政对垄断性部门、基础设施部门、行政事业部门的投资范围,增加财政对人力资本、农业和农村、落后地区开发、环境保护等的投资,并着力推进财政投融资体制及相关配套制度的改革。

In order to improve the efficiency of financial investment,avoid or reduce on the negative effect of financial investment,we should use the experience of the western countries for reference according to the demand of market economy development,and take measures to keep the appropriate scale of financial investment and optimize financial investment structure.Meanwhile,financial investment should be withdrawn from the general competitive departments, and we should narrow the investment range to monopoly departments,infrastructure departments,and administrative departments,and increase the investment in human capital,agriculture and the backward areas and environmental protection,etc.At the same time,we should put forth effort to advance the reforms of the financial investment system and relevant systems.
