Discussion on Some Questions of Consummating the Foreign-concerned Economic Management System on the Background of Globalization

在全球化背景下,探讨完善涉外经济管制的任务、路径、目标、环节等方面的基本问题。从目标上看,完善涉外经济管制应服务于提升国际竞争力;从路径上看,完善涉外经济管制应体现变动性和过渡性要求;从任务上看,完善涉外经济管制应准确反映“后WTO时代”的新要求;从关键环节上看,完善涉外经济管制应着重于提高政府行政能力的“善治”,完善涉外经济管制也反映了经济法的本质。

On the background of globalization,this paper is concerning about some basic questions of the task, means,object and procedure of foreign-concerned economic management system. As regards its object, to consummate the foreignconcerned economic management system we should focus on promote the ability of international competetion; As regards means, we should make consummating of the foreign-concerned economic management system as reflection of changing and transition; As regards task, to consummate the foreign-concerned economic management system we should consider accurately the new requirment of the soealled ＂after-WTO times＂; Besides, as regards the key procedure, we should focus stress that the government shall improve the administrative ability of ＂govern with good faith＂. Consummating the foreign-concerned economic management system also reflect the essence of the economic law.
