公共管理视角下的警务社会化思辨

Police Duty Socialization under the perspective of Public Management

实施社区和农村警务战略受到社会基础、公安机关自身观念、公安机关组织体系、社区民警数量和社区民警素质等诸多因素的制约。新公共管理运动的理论和实践,从另一侧面为当前实施社区警务战略、深化警务改革发展提供了可资借鉴的视角,即对警察工作而言,警务社会化同样必需遵循市场规律,进行企业化运作。警察机关、警务工作和警务改革不应该只强调其特殊性而固守旧法。公共管理视觉下警务发展趋向是:用企业化管理模式规划警务,利用市场和社会力量推行警务的社会化和允许有多样市场化的表现形式。

Many factors restrict the implementation of community and rural police duty strategy, such as social foundation, ideas of public security organs, organization systems of public security organs, numbers and qualities of community policemen. The Theory and practice of the new public security campaign supply some perspective to carrying out community police duty strategy and deepening the police duty reform. As to the police work, police duty socialization should also follow the market rules. Public security organ, public security work and public duty reform should not stress the specialization but stick to the conventional regulations. The developing trend under the perspective of public management is： to plan police duty socialization with business management models, and improve police duty socialization with market and social force.
