新型农村合作医疗补偿机制歧视问题研究——以收入差异为视角

A Study on the Discrimination over Compensatory Mechanism in the New Rural Cooperative Medical System——From the Visual Angle of Income Difference

本文认为,现行的新型农村合作医疗费用补偿机制必然导致歧视问题。文章以农民收入差异为视角,分析了存在于新型农村合作医疗补偿机制中的两种不同的歧视现象及产生歧视的原因,并提出了化解歧视的思路,以期为新型农村合作医疗试点工作的顺利进行提供可资借鉴的建议。

The paper reveals that the compensatory mechanism of the new rural cooperative medical system is a discriminating mechanism. Taking the income difference as the angle of view, the paper analyses two different discriminating phenomena which exist in the compensatory mechanism of the new rural cooperative medical system, then analyses the reasons which result in the two discriminations, and proposes measures to eliminate the discriminations. The purpose is to provide some suggestions for the success of the experiment of the new rural cooperative medical system.
