摘要
以科学发展观为指导构建人水和谐体系,是新时期构建社会主义和谐社会的重要内容,提出人水和谐的体系框架,探讨人水和谐的保障措施,对于促进经济社会可持续发展具有重要意义。
It is one of the most important elements to build harmonious system between people and water based on scien- tific viewpoint of development. In this paper, the system frame has been put forward, the guarantee measure has been studied. All of above are important to promote the sustainable development of economy and society.
