The system of expenditure-guaranteed on education makes it possible to popularize the compulsory education. We should learn successful experiences of investment pattern on compulsory education in foreign countries in order to improve the expenditure efficiency and keep it safe. We should grasp the chance and deepen the reform on system of Compulsory Education in Rural Areas so that the development by leaps and bounds can be achieved.
