Narrowing Economic Disparities Among Regions and Institutional Supply

通过政府间转移支付来缩小地区经济发展差距的传统思路,存在很大局限性,既不利于体现效率原则,也不利于体现公平原则。发展经济学的启示是缩小地区经济发展差距不能通过强化政府干预来实现。缩小地区经济发展差距的新思路应是欠发达地区的地方政府发挥自身的比较优势,增加制度性公共产品供给。

There are great limitations of the traditional thought of transferring payment among governments to reduce economic disparities among regions, which goes against the both principles of efficiency and fairness. Development economics reveals that strengthening government interference can＇t narrow economic disparities among regions. The new thinking of reducing the economic disparities among regions should be that the governments of underdeleveloped regions make use of their own comparative advantages and increase the supply of institutional public goods.
