摘要
文章从公共卫生的定义出发,简述公共卫生与公共卫生服务的关系。在阐述了公共卫生服务的公共物品与外部性属性的基础上,分析了政府在公共卫生发展职责上的“缺位”与“不到位”。并从政府、卫生行政部门、社会团体与民众三方面,提出促进公共卫生事业健康发展的建议。
The relation about public health and public health service are narrated simply from the definition of public health. Then the absence of government from the development of public health which is based on clarifying the attribute of public health service is analyzed from the angle of economics. Finally, the advice and measure to promote the development of public healthactively are put forward.
