扶持中小型科技企业 促进中俄科技合作的创新升级

推进中小型科技企业对俄开展科技合作具有重要的战略意义。本文从黑龙江省对俄科技合作的优势出发,提出把扶持中小型科技企业作为深化对俄科技合作的突破口,并从科技合作模式和机制创新的角度出发,对促进对俄科技合作的创新升级提出了战略构想。

It has great strategic significance to promote scientific and technological cooperation between Chinese small and mediumsized enterprises and Russia. Based on the cooperating advantage of Heilongjiang Province, this paper proposes to take supporting small and medium- sized enterprises as a breakthrough and deepen cooperation in science and technology with Russia. From the perspective of the innovation of technological cooperating mode and mechanism, this paper also puts forward strategic thinking for promoting the innovation and upgrading of the scientific and technological cooperation with Russia.
