摘要
《关于构建社会主义和谐社会若干重大问题的决定》是一个具有深远历史意义的纲领性文件,将是今后相当长的时期内指导全党、全国各方面工作的指针。构建和谐社会必须多种手段并用,坚持“以人为本”更要尊重人的生命价值。从倚重“严打”转向“宽严相济”是一次重大的政策调整。少杀慎刑是和谐社会题中应有之义。构建社会主义和谐社会必须坚持少杀慎刑。
《determination of some significant issues about reconstruct socialist harmonious society》 in The Sixth Meetings of The Chinese People＇s Communist Party is a programmatic document with profound historic significance, is a guiding which will have administering The Party and state affairs in the future. There should have many ways to stress justice and first human rights, especially have a high regard for human life -values in reconstruction a socialist harmonious society. It is a major criminal policy changed from strict punishment to the pattern of easy punishment, namely, restrict capital punishment and criminal punishment with caution. This pattern is a good choice as a crime -easy and human rights choice first.
