摘要
以广大农民为教育、培训对象的农村远程教育发展滞后,其根本原因之一就是缺乏一种充分、有效的利益和责任调节机制;要根据远程教育的规律和现阶段我国农村的实际,进一步明确政府、社会、教育机构和广大农民等不同的教育主体的权利和义务,努力形成一种有利于农村远程教育发展的多元利益机制。
The slow development of distance .education in the rural area results from inediquate and ineffective adjustment of interests and responsibilities. Based on the developing laws of distance education and the current situation in the rural areas, efforts should be made to clarify the responsibilities and rights among the government, the society, the education administration and the farmers, and to create a multi - interest allocation system for a faster development of the distance education in the rural area.
