From Heteronomy to Self-discipline: How to Make Doctors Voluntarily Comply with the Professional Ethics in P.R.C

在计划经济体制下,由于政府既是医疗服务机构的主办者,又是医疗服务的管理者,因此,遵循职业伦理主要是他律。那么,在适应市场经济的过程中,能否使中国的医务人员将遵循职业伦理变成自觉呢?笔者认为是可能的,这就需要:首先,使遵循职业伦理者真正得到好处,使医学职业伦理的价值真正体现出来;其次,发挥不同主体,例如社会、政府卫生行政机构、医师协会在其中的作用。

In the planned economic system, since the government are both hospital holder and medical service manager, professional ethics is heteronomous basically. Can we make doctors voluntarily comply with the professional ethics in the progress of adopting marketed system.9 The answer is definitely yes. We need to do the following things： on the one hand, we should make the doctors who voluntarily comply with the professional ethics get their deserved benefit ; on the other hand, we should harmonize the society, government and doctor association and let them play their expected roles respectively.
